France itself now purchases 80 - 90% of Bulgaria's output.
Lavender oil is used in the perfume and cosmetics industry and in medicine.
France and Bulgaria together account for nearly 75% of the world's lavender oil output, but France lost 50 percent of its crops between 2005 and 2010 due to a noxious bacteria.
Last year France distilled 25-30 tonnes of lavender oil, while Bulgaria's output was 45 tonnes.
The biggest importers are France, Germany, Switzerland, Japan and USA.
